Edward – I vote APPROVE.

I have an editorial comment, for your consideration – I’m not sure I understand the intended meaning of the sentence at page 2, line 42:

Indeed, a study by OpenSignal found that South Africa is leading Africa’s pace on Wi-Fi connectivity where smartphone users are more likely to connect to Wi-Fi than the mobile-only internet.”

 

It doesn’t affect my approve vote, but you might editorially improve clarity.  For completeness, my confusion is below. I had to read it 3 times, but am still unsure.

 

Does it mean that the study found South Africa is the only place where people are more likely to connect with Wi-Fi than mobile-only?  Or does it mean that among places where people are more likely to connect to Wi-Fi than mobile-only, South Africa leads (in some metric – I assume something like coverage where they can do that).   (the problem is that the word “where” generally means a place, but could also mean a condition – I find breaking it into two sentences may help, either:

Indeed, a study by OpenSignal found that South Africa is leading Africa’s pace on Wi-Fi connectivity.  The study found that in South Africa, smartphone users are more likely to connect to Wi-Fi than the mobile-only internet.”

Or:

Indeed, a study by OpenSignal found that South Africa is leading Africa’s pace on Wi-Fi connectivity.  South Africa provides better (service, coverage, etc) for smartphone users who are more likely to connect to Wi-Fi than the mobile-only internet.”

 

 

I apologize for not having the time to review this in advance and get the comment to you.

 

If you agree, you might consider some editorial rewording to clarify the meaning.

Dear colleagues,

With this email I would like to announce the start of a LMSC ballot on a draft response to Independent Communications Authority of South Africa (ICASA)’s consultation “Draft radio frequency migration plan”.

James has delegated to me to conduct a LMSC (EC) 10-day electronic ballot on the motion below to approve the comments to the administration.  This EC motion is per IEEE 802 OM 7.2.1 Procedure, P&P 7.1 b) (majority response) and P&P 7.1.2 (2/3 approval of votes cast) for communication with government bodies and public statements.  With that we would like to see everyone respond.

I would like to request the review of the following draft IEEE 802 LMSC submission by Monday. 20 May 2024, A.O.E, before tentatively asking the EC to consider approval of the submission through a 10-day letter ballot.

Recently, the Independent Communications Authority of South Africa (ICASA) began a consultation “Draft radio frequency migration plan", which asks for public opinions on its proposed spectrum allocation strategies, including 6.425 – 7.125 GHz.

A participant prepared a response with an opinion that asks the administration to consider authorizing the 6.425 – 7.125 GHz band for license-exempt operation.  The submission was reviewed and approved by IEEE 802.18 on 16 May 2024 with the following voting results:  10 Yes, 0 No, 1 Abstain.
