[802SEC] 'procedural' (50%) vs 'technical' (75%) matters references in rules.



Working Group operations Manuals use the terms ‘procedural’ and ‘technical’ motions for 50% and 75% in the sections regarding the operation of Task Groups and Task Forces.  These subgroups of the working group operate under their own rules, but are subject to the superior group.  They give the chair of the TG or TF wide latitude (see, for example, the 802.3 ops manual at 3.4.2, or the 802.11 operations manual at 4.7.3), and some give further instruction, referencing approval levels for specific procedures in Roberts rules of order (see 802.11 ops manual at 4.7.3).

 

However, at the working group level, which is where I thought the question was directed, the terms we commonly call motions ‘procedural’ or ‘technical’ are not used.  Instead, the rules actually spell out the specific items requiring 50% or 75% votes in working groups in detail.  (note that in the standards committee these thresholds are 50% and 2/3 votes)
