[802SEC] PARs / CSDs for EC Consideration from 802.15 WG

Colleagues,

WG15 is proposing the following PARs / CSDs for pre-circulation review and potential approval by the LMSC at the July 2024 IEEE 802 plenary. These were approved by the IEEE 802.15 Working Group at the May 2024 IEEE 802 Wireless interim.
