I find it unnecessary to argue if we actually get a call to order at 8:01 or not. but I believe the intent of being scheduled to start at 8:00am and end at 10:15am should be sufficient.  (note that the 10:30am needs to be changed to 10:15am IMHO).

The LMSC Operations Manual at “4.1.4 Procedure for limiting the length of the IEEE 802 sponsor meetings” item (d) states:

 

For an in-person Plenary Session, the opening IEEE 802 LMSC meeting shall start at

8:00 a.m. and end no later than 10:30 a.m. on Monday morning and the closing IEEE 802

LMSC meeting shall start at 1:00 p.m. and shall end no later than 6:00 p.m. on Friday of

the Plenary Session.

 

Item 5.1 Plenary Sessions further states:
Working group meetings during the Plenary Session may begin after the end of the IEEE 802

LMSC Opening Meeting and shall end prior to the start of the IEEE 802 LMSC Closing

Meeting.

 

 

Ordinarily, I would suggest that we suspend 4.1.4 of the LMSC operations manual for the duration of the July 2024 plenary session, and request that the working group chairs consider whether we will need to suspend 5.1 of the operations manual as well, and advise; HOWEVER,
Section 1.1 Suspension of the Rules states that:
“Unless otherwise stated, none of the rules or requirements in this Operations Manual (OM) may

be suspended by vote of the IEEE 802 LMSC as would otherwise be allowed by Robert's Rules

of Order Newly Revised (latest edition).

In case of an extraordinary external circumstance that prevents the ordinary conduct of business,

suspension or modification of any IEEE 802 LMSC Operations Manual procedure for a specified

period of time, is permitted subject to approval by a motion with 2/3 of IEEE 802 LMSC voting

members voting approve. Any suspension or modification by this process expires no later than

the 120 days after the approval of the motion.”

 

Given that we have considered 2 separate time slots for meeting times in Madrid, I believe it is difficult to consider this “extraordinary external circumstance that prevents the ordinary conduct of business”.

 

Therefore, I am suggesting (and putting forward notice) to change 4.1.4 to insert the words “not earlier than” prior to the 8:00 am start time for the LMSC meeting in the text of item (d) in 4.1.4 of the LMSC ops manual.
