Dear colleagues,

With this email I would like to announce the start of a LMSC ballot on a draft response to the Vietnam Ministry of Information and Communications (MIC)’s consultation “Draft Circular amending and supplementing a number of articles of Circular No. 08/2021/TT-BTTTT dated October 14, 2021 of the Minister of Information and Communications stipulating the List of radio equipment exempted from radio frequency use licenses, technical conditions and accompanying exploitation”.

James has delegated to me to conduct a LMSC (EC) 10-day electronic ballot on the motion below to approve the comments to the administration.  This EC motion is per IEEE 802 OM 7.2.1 Procedure, P&P 7.1 b) (majority response) and P&P 7.1.2 (2/3 approval of votes cast) for communication with government bodies and public statements.  With that we would like to see everyone respond.

Subject: +++EC review+++ a draft submission in response Vietnam MIC's consultation re the lower 6 GHz band
To: STDS-802-SEC@LISTSERV.IEEE.ORG <STDS-802-SEC@listserv.ieee.org>

Dear colleagues,

I would like to request the review of the following draft IEEE 802 LMSC submission by Monday, 9 December 2024, A.O.E, before asking the LMSC to consider approval of the submission tentatively via a 10-day letter ballot.

On 19 October 2024, Vietnam's Ministry of Information and Communications (MIC) began a consultation "Draft Circular amending and supplementing a number of articles of Circular No. 08/2021/TT-BTTTT dated October 14, 2021 of the Minister of Information and Communications stipulating the List of radio equipment exempted from radio frequency use licenses, technical conditions and accompanying exploitation", which seeks public opinion on its proposal to allocate 5925 MHz to 6425 MHz for indoor and outdoor license-exempt Wi-Fi operation.

A few individuals prepared a response to commend the administration's proposal and provide the administration with additional opinions.  The submission was approved by IEEE 802.18 on 5 December 2024 with the following voting results:  5 Yes, 0 No, 2 Abstain.
