Candidate Technical proposals are requested for the IEEE P802.15 Alternate PHY High Rate Wireless Personal Area Network (WPAN) draft standard (an alternate PHY to the draft IEEE P802.15.3 MAC). This document describes the process and requirements for responding to this Call.
The Call for Intent is a process in which all interested parties are asked to identify their intention to submit proposals. YOU MUST DECLARE YOUR INTENT. You may decide later, if necessary, to retract your intent, but it must be declared. The purpose of this call is to enable scheduling for the March 2003 Plenary meeting, and assignment of document numbers. All declarations must be submitted on or before February 3, 2003, although scheduling problems may delay some presentations until the May 2003 Interim meeting; however, the goal is to hear all the proposals during the March 2003 Plenary meeting. Send your notification of intent to the TG3a Chair, Bob Heile, bheile@ieee.org, with cc's to Chuck Brabenac (chuck.brabenac@ieee.org) and Rick Roberts (rrober14@harris.com). The IEEE 802.15 Task Group 3a is chartered to develop a
standard based on its Project Authorization Request (PAR) and Five Criteria
(5C). The P802.15.3a PAR
explains the Scope and Purpose of the project, and the
IEEE 802 Five Criteria (-02/371r0) which is a set of formal criteria that the study group
provided to our Sponsor that demonstrates what the project will meet.
This CFP solicits data that will fulfill this PAR for the creation of this amendment
standard. Additionally, there are 2 other documents that are required reading
and will be used to evaluate the proposals:

All submissions to the CFP shall be formatted to include the IEEE 802.15 format with cover page. All proposals shall include a self-evaluation based upon
Annex A of P802.15.3a Alt PHY Selection Criteria
(-03/031r6). The cover page releases the submission for the public use by the IEEE. Rules for IEEE submissions and formats for Microsoft Word and Power Point documents may be found at:

For procedural help with your submission, or to ask general questions please see the contacts listed at the end of this document. All contributions should be submitted to the TG3a Chair and Vice Chair for process backup.
The selection criteria, document IEEE P802.15.3a Alt PHY Selection Criteria
(-03/031r6), will be used to evaluate the proposals. It is expected that each presentation will be one hour in length including time for questions. The submission can contain supporting documentation to provide more details than the presentation. The amount of detail and supporting material is expected to vary widely between submissions. A more complete submission could improve the candidate proposals’ standing.
Time will be scheduled at the end of the meeting for general discussion, clarification of questions, and ratification of the minutes, so that it can be done with the assistance of the presenters.
After all proposals have been presented, the committee members will evaluate each proposal against the selection criteria. This effort was established as a mechanism to promote discussion and future exploration of the proposals. For an understanding of the process, refer to
Annex A of P802.15.3a Alt PHY Selection Criteria
(-03/031r6). The TG3a will create a document summarizing the selection criteria responses provided by each of the proposers.
Once the evaluation process has been completed, the down selection voting will occur. The down selection procedure is documented in
the approved, TG3a Down Selection Voting Procedure (-03/041r7).
