stds-802-16: membership update


The 802.16 Members are listed at <http://ieee802.org/16/members.html>.

We will next update the membership list at Session #6. The following 
Potential Members are eligible for membership immediately upon 
request should they attend Session #6: 
<http://ieee802.org/16/members_pot.html>.

We will not be losing any Members at Session #6 due to lack of participation.
