stds-802-16: Proposed PAR to add 10-66 GHz profiles in Clause 12



Ken Stanwood has contributed a document proposing a new 802.16 PAR:

Recall the 802 rules on PARs:

"Complete PARs shall be delivered to all Executive Committee members not less than 30 days prior to the day of the Opening Executive Committee meeting of an LMSC Plenary session. At the discretion of the LMSC Chair, PARs for ordinary items (like Maintenance PARs) and PAR changes essential to the orderly conduct of business (like division of existing work items or name changes to harmonize with equivalent ISO JTC-1 work items) may be placed on the Executive Committee agenda if delivered to Executive Committee members 48 hours in advance."

In my opinion, Ken's proposal falls under the category of "ordinary items" and therefore does not require 30-day notice. However, to be conservative, I still like to follow the 30-day notice rule. This means sending the PAR to the 802 ExCom by February 8. This doesn't commit us to anything, since the Working Group still needs to vote on the PAR in March.

Here is what I propose:

*I will submit the PAR to the ExCom by February 8.
*Ken can discuss his proposal at the Opening Plenary at Session #18.
*We can schedule some meeting time during the week to discuss the issue.
*At the Closing Plenary of Session #18, we will vote on forwarding the PAR to 802.

If you have any objections to this plan, please let me know by February 6.

P.S. This PAR doesn't require a "Five Criteria" statement; the 802 Rules say: "PARs which introduce no new functionality are exempt from the requirement to provide responses to the 5 Criteria. Examples of such PARs are: Protocol Implementation Conformance Statements (PICS), Managed Object Conformance Statements (MOCS), PARs to correct errors and PARs to consolidate documents."
