The resolutions were developed by the Ballot Resolution Committee
chaired by Phil Whitehead and including Reza Arefi, Remi Chayer, Jack
Garrison, Barry Lewis, and Roger Marks. I did the editing.
The recirc opened today and will close on November 13. If it is
successful, I expect to make an EC motion on November 14 to forward
D8 to RevCom.
