[STDS-802-16] fragmentation

Hi,

Suppose a connection only has fragmentation enabled and no ARQ.
Suppose MSDU1 is split into 2 fragments contained in MPDU1 and 2 and
so is MSDU2 and these two fragments are contained in MPDUs 3 and 4.

Am I right in understanding that the FSH in MPDU 1 will have FSN=X,
FSN in MPDU2 will be X+1, FSN in MPDU3 is X+2 and that in MPDU4 will
have X+4.  I.e FSN does not gets reset when a new MSDU begins.
