Re: [802.19] TVWS Coexistence Plan

Rich and Others,

Thanks for the information.  I am sure that 802.18 will be on top of this as it happens.  Please notify the 802.19 TVWS coexistence SG when there are actions for 802 to consider taking, and we will consider preparing submissions to 802.18.

Regards,

Steve

Steve, Mark:

The next formal milestone will be a Public Notice of the received petitions, starting the clock on a 30-day comment period.  Experienced FCC watchers suggest it may be another month or more before we see the public notice.  At any time between now and the end of that 30-day period it is possible to submit a "denial of petition" request asking that specific petition(s) be denied.  The Wi-Fi Alliance Regulatory Task Group is currently discussing this option.

My understanding is that the FCC will then start a Reply Comment period. This 15-day period is for commenting on the comments.  Then, the final step should be a final R&O.

Considering the importance of this ruling, and that the new FCC chairman will probably not be confirmed until July, it is difficult to predict the actual timing.

I hope this helps.

Rich

Mark and Rich,

Keeping an eye on this is a good idea.  What is the next step in the FCC process?  I assume the ball is in the FCC court since industry has submitted a number of petitions.  When would we expect to see something from the FCC?

Regards,

Steve

I agree on the very general guidelines, as they presumably fit within the charter of the Coexistence TAG.  I would also recommend that the group maintain a tight liaison with the Radio Regulatory TAG, as the FCC has received quite a number of petitions for reconsideration, many of which would significantly impact the coexistence rules as they will finally be written.

For a useful summary of the petitions see 11-09-0423-01-0wng-fcc-08-260-petitions-for-reconsideration.

Based on the telecon today my recommendation for the initial workplan is as follows:

1. develop a set of use cases for coexistence and collaboration in the TV White Space Bands between:

different types of IEEE 802 devices

between IEEE 802 devices and non 802 devices

2. based on the Use Cases develop recommendations for further actions with IEEE 802.

I believe that starting with these two work items will encompass the broadest possible set of comments from today's telecon.

All,

On tonight’s call we discussed the draft TVWS coexistence plan,

We will continue that discussion on next week’s conference call.

If you have comments on the plan you can also make those comments on the 802.19 email reflector.  If you are not already on the email reflector you can join here,

                http://ieee802.org/19/pub/subscribe.html

If you have comments on the plan please be specific regarding what changes you would like to make to the document.  You can recommend adding text, changing text or removing text.  Please specify what changes you would recommend.   That would enable others to comment on your recommended changes.
