Re: [802SEC] 802.15 Motions for April 7 call

Hi Roger

Thanks for taking the time to do such a thorough review. Much appreciated. Please see my embedded comments below and a revised package (attached).  Hope I addressed everything adequately

Bob,

Some notes:

Motion templates: It's hard to review the motions because they are not on the templates.
Slide 2: The motions on the slide don't exactly match those in the email. This could add some confusion and delay.
[just tried to follow the template]
Slide 2: Last motion includes "<doc-url>" in place of a URL.
[This slide was just intended to an table of contents. Given the confusion it is causing, I will remove it and send out an update]
Slide 5: This is labeled "Letter Ballot 171", which seems to be an error. Is this a report of an SA ballot recirc?
[Sorry about that. Thought I had caught all of those. Corrected in update]
Slide 6: I'd appreciate some more detail here. It says "D06 was a recirc of an unchanged draft." I'm confused because Slide 4 says that 7 comments were accepted or revised, which leads me to believe that some changes were made in the draft that, I understand, was recirculated per Slide 5 (it's hard to tell because there are no draft numbers on the ballot reports). Anyway, based on Slide 4 and 5, it sounds as if the last reported recirc used a new draft, not an unchanged one. Was there an additional recirc not reported in the slides?
[My mistake. Senior momnet. I meant to say we were sending an unchanged draft to RevCom}
Slide 10: Five instances of "X" used as a placeholder for missing information.
[That's because the information was missing as of yesterday. The CRG call is today and I may have some verbal updates}
Slide 12: I am opposed to an approval of "Current Version." If we are approved the version that is current, then we need it identified by number. Typically, with Conditional Approval we are approving not the current version but some unknown future version; that's why the Conditional Approval templates don't refer to the version number.
[That's fine. I have removed it in the update}
Slide 14: The PAR form doesn't seem to indicate what changes are being made, or why. Doesn't Nescom want to see this?
[For the purposed of this prestation, the reason is stated in Slide 13. MyProject was not cooperating when I was trying to do this online over the weekend so 8.1 is not populated, which I why I did not submit it yet. This will be resolved by the submission deadline of April 23. The reason will appear in 8.1 or I will get slapped with a NesCom comment :>)]
Slide 15: The motion is for a PAR extension, but the form linked in the motion is not for an extension. The PAR extension form requires answers to nine questions. I am not seeing those answers.
[Link corrected}

Cheers,

Roger

Hi All

Proposed Consent Agenda Motions for the April 7th, 2020 IEEE 802 EC Telecon. A package will follow tomorrow with ballot history or other details as appropriate.

1. Motion to approve submitting P802.15.4 D06 to RevCom (unconditional)

SA Ballot is unanimous. D06 was a recirc of an unchanged draft.  7 non MBS comments were received from the RAC. These have been deemed non substantive by the CRG, IEEE editorial staff, and the RAC.  These will be referred to the IEEE SA Editorial Staff with the recommendation they be implemented during publication. This is acceptable to the RAC.
Approve sending P802.15.4 D06 to RevCom  (WG 44, 4, 6)
Moverd: Heile
Second: Holcomb
2. Motion to approve submitting P802.15.4z Current Version to RevCom (conditional):

Most recent recirculation, which closed April3 was at 94% approval. (85, 5, 5) There were no new NO voters and 2 new MBS comments from an existing NO votere,which were repeats os previously recirculated comments. Of the 5 remaining NO voters, 3 are stale, ie have not responded since commenting on the Primary Ballot. There is no reason this can not be completed with one, or at most 2, more recirculations.
Conditionally approve sending P802.15.4z Current Version to RevCom.
Approve CSD documentation in CSD [ihttps://mentor.ieee.org/802-ec/dcn/18/ec-18-0085-00-ACSD-802-15-4z.docx] (WG 50, 5, 5)
Moved: Heile
Second:  Holcomb
3. Motion to approve submitting 802.15.4z PAR title change to NesCom:

The change is
From: Enhanced High Rate Pulse (HRP) and Low Rate Pulse (LRP) Ultra Wide-Band (UWB) Physical Layers (PHYs) and Associated Ranging Techniques
To: Enhanced Ultra Wideband (UWB) Physical Layers (PHYs) and Associated Ranging Techniques

Reason for the change is the realization that as work progressed on developing the amendment, the acronyms HRP and LRP were not widely recognized and, in fact, were causing a degree of confusion which is not something you want in a title. The decision was made to simplify things and just use UWB PHYs which is well understood.. MEC requires the title of the standard and the PAR be the same, hence this request.
Approve forwarding  P802.15.4z PAR Title Change documentation in https://mentor.ieee.org/802.15/dcn/18/15-18-0059-04-0elr-802-15-4z-elr-par-draft.pdf to NesCom (WG 50, 1, 4)
Moved: Heile
Second: Holcomb
4. Motion to approve submitting 802.15.12 PAR 2 year extesion to NesCom:

This seeks approval to forward the 802.15.12 PAR to NesCom for a 2 year extension.  The PAR currently expires at the end of this year. The extension would change that to the end of 2022  Good progress has been made but more time is needed to pull things together.  The covid issues have additionally not helped with moving things forward which is why 2 years are being requested rather than one.
Motion: Approve forwarding  P802.15.12 PAR extension (two year) documentation in https://mentor.ieee.org/802.15/dcn/18/15-18-0059-04-0elr-802-15-4z-elr-par-draft.pdf to NesCom (WG 44, 0, 10)
