Include some examples of the "significant record" in the list of references. I would like to see some of these. I assume the FCC would also.

Section IV.f.i.
How can the FCC or the industry ensure enforcement? Perhaps equipment designed for outdoors will not operate unless it receives a positive response to the database query? That's fine, but then what would keep a user from deploying indoor equipment that does not require database protection in an outdoor location?
