The latest is never, the bands are not changed to be U-NII bands.
U-NII-2B will probably take 4-5 years, based on U-NII-2C taking 3 years after WRC-03.
I don't know enough today to give an answer for U-NII-4, but expect to after reading the Reply comments.

I've got some general questions.
When can we expect UNII-2B and UNII-4 will be officially released for Wi-Fi by FCC, at the latest?
Many other countries' regulators are heard carefully watching FCC's actions to possibly refer to it in the future.
(for example, in Korea, even 5GHz resource is believed to be saturated within several years)
