Dan,

                Are we doing this again?  How many times do we have go around in circles with SIV?  Sure, IEEE 802.11 procedures allow the nearly endless relitigation of decided points, but do we really have to?  We’ve been here and ended up selecting AES-GCM (or CCM previously) each time.
