[STDS-802-11-TGBC] transfer CID 1270

I think CID 1270 should be transferred to Morioka-san. I can help with wording if necessary.

"number of TBTTs until" is not clear, e.g. is 0 ever used, or is it 1 to mean transmitted at the next TBTT?  Also, eBCS Info frames are not generally transmitted at TBTTs, so there is a fractional ambiguity

Use baseline wording for similar cases to define a number of TBTTs; augment it with something to explain how transmissions after a TBTT are accounted for
