[STDS-802-11-TGBC] Rejection of CID 1066

Dear all, 
in LB252 I included a comment (CID 1066) that reads as follows:

Comment: Right now the time to termination can only be requested in case of STA associated. Consider adding it to the ANQP case or discuss it

After discussing with Xiaofei, Marc and Stephen, we think this comment can be safely rejected with the following resolution (and as commenter I am ok with it):

Reject: Since ANQP is in general not secured or authenticated, it is considered a possible security problem in the case where a STA requests the time to termination of a service in a non-association state.
