Regarding your suggested changes, I'm pretty sure there are more places like this and I'm not sure if this way of adding "non-AP MLD" next to STA in every place in the baseline spec is a right way to do it (not only this topic but also other topics that are upleveling STA concept to MLD concept). Could we hold off these changes for now and see if there is a better way to do this?

Regarding the second part of your comment on the TID-link mapping, I also received an opposite view on this so for now I'll just keep it and delete later if the group decides to do so.

Each bit starting from bit 2n in the traffic indication virtual bitmap corresponds to individually addressed traffic buffered for a specific STA or a specific non-AP MLD within any BSS corresponding to a transmitted or nontransmitted BSSID at the time the Beacon frame is transmitted. The correspondence is based on the AID of the STA or the non-AP MLD.

it seems that it is good to describe only the updated part in clause 33.3.6.1 based on the editor guideline.  

Regarding the following: 
An AP of an AP MLD may transmit on a link a frame that carries an indication of buffered data for transmission on other enabled link(s). The format of the indication is TBD.
An AP MLD may recommend a non-AP MLD to use one or more enabled links. The AP’s indication may be carried in a broadcast or a unicast frame. The format of the indication is TBD.
I think this is needed only if the TID-to-link mapping negotiation is applied [11-19/1544r5, 11-20/1904]. But, because the R1/R2 for the TID-to-link mapping negotiation is holding, I suggest removing this sentence for now. I will try to resolve the R1/R2 decision by next week.

Here is a comment on the last sentence.
“all links” seems to have an ambiguity. It may be interpreted as links set by “the” multi-link setup for the non-AP MLD.
Please clarify “all links” to include not only links set by the multi-link setup, but all the other links where the AP MLD operates.
For example, by adding "that the AP MLD operates on", "and the same AID is not assigned to another STA or MLD", or something similar.
