My opinion is to select the definition that will be often used in the draft.
If _expression_ like
“an NSTR MLD
with all enabled link pairs being STR”
will be repeated, I think it’s

MLD for which all link pairs are STR”, but don’t have a strong opinion. Main reason is it will not change from NSTR MLD to STR MLD (or vice versa, from STR MLD

Which one will you take? The first one, i.e.,

which all link pairs are STR”? With the enabled and disabled links existing, I would prefer the second one, i.e.,
“an MLD for
which all enabled link pairs are STR”.
