I agree with Rojan comments.
 
Allocation of AID to STA is done per association timing, AID is not modified every time TID-to-link mapping is established for STA. 
The assumptions lay under the Multi-Link Traffic indication in which the AIDs are ordered according to the TID to Link Mapping is not correct.

The demand that AP is mandate to include ("Shall") Multi-Link Traffic element in case of TID-to-Link Mapping was negotiated under the above AID allocation scheme is not feasible and will probebly kill the TID-to-Link Mapping feature since it will not be implemented with above requirement.

Furthermore, AP MLD that is affiliated with only two links, should not include the Multi-Link Traffic element since there is no reccomendation (only one link is associated with TID)

I suggest to change the Multi-Link Traffic IE so it will not mandate one method of AID allocation
