I think this question has been discussed when I present 21/1438r0 in the Sept. Interim. After that discussion, we changed the SP text to the current one which explicitly states for "multiple measurement setups". IMHO, the reason why we set this limitation is: for one single measurement setup, if it's delayed reporting, if the measurement result of instance 1 would be reported in instance 2, and the measurement result of instance 2 would be reported in instance 3, and so on, that is to say the delay always happens, and it seems NOT possible to have measurement result of instance 1 and 2 both ready at the reporting phase of instance 2.
