According to the offline discussion, Brian has provided a good suggestion as below:
for the dynamically operational capability, the dot11XXXactivated should be used as the guidline required.
For the feature support field in the UHR MAC capabilities information field, set to 1 if dot11XXXactivated present and set to 0 if dot11XXXactivated not present
Let's take DBE as an example:
If dot11DBEOptionActivated is not present, it indicates the STA implementation is not capable of supporting DBE operation
If dot11DBEOptionActivated is true, it indicates enabled
If dot11DBEOptionActivated is false, it indicates disabled
In general, we should follow MIB guidline and make some changes to the encoding column corresponding to the XXX support filed in the UHR MAC capabilities information field

Sorry for missing discussion of MIB on the joint meeting yesterday.
For the dot11XXXactivated and dot11XXXimplemented, i'd like to initiate the discussion as below:
According to MIB guideline in 15/355r13 and 18/52r2, the 'dot11XXXImplemented' and 'dot11XXXActivated' refers to static implementation capability and dynamically operational capability,respectively. So my understanding is that if a certain feature does not support enablement/disablement, the relevant MIB should be 'dot11XXXImplemented', otherwise the corresponding MIB should be 'dot11XXXActivated'.
However, i have a question on the the UHR MAC capabilities. Let's take the DBE support as an example:
As DBE supports enablement/disablement, the dot11DBEOptionActivated should indicate if the DBE is enabled or disabled. But DBE support field in UHR MAC capabilities seems like to signal whether the DBE feature is supported or not(as DBE may be an optional feature)
When DBE is not supported at all, how to set DBE support field based on the dot11DBEOptionActivated, since this MIB setting to false only refers to disablement
In general, the 'dot11XXXImplemented' refers to capability and 'dot11XXXActivated' refers to enablement/disablement. we can not define both of these MIBs for a certain feaure. So when we don't support a feature(i.e., can enable/disable) at all, how to set XXXsupport field ?
Please correct me if any misunderstanding and welcome to any further discussion
