[STDS-802-11-TGBN] SP coming! NPCA EASY 319r13 - now on server

I plan on running an SP on all of the CIDs in this document which are NOT GRAY for deferral.
The SP is planned for the THR PM2 TGbn session.

The comments and proposed changes that are grayed out for deferral continue to be discussed by interested parties. The TGbn chair and I are hoping that we can still resolve over 250 other comments in the document with an SP and subsequent motion during PM2.
