There are harmonized standards (HS) created by ETSI that have the status
of regulations. Guido made a very interesting presentation about this in
plenary last year!
If those HS reference other standards the status of regulation is not
transitive (yet), so channel 14 would have to be specifically copied
into the HS - at which point it doesn't matter if it's in .11 anymore,
since it's then in an HS.
