I agree with Reject. In addition to not providing a complete sentence, there's nothing wrong with "shall be capable of." If I'm building a large house I can impose the following requirement on the builder: "the garage shall be capable
of holding 4 cars." That doesn't mean that I shall keep 4 cars in my garage at all times. It just means it has to be big enough to hold 4 if I so desire. It can hold 1 or 0 and still satisfy the requirement.
