Hello Henry,
OK, you may be right. The existing text does appear to be corrupt,
and it must be the case (surely?!) that the fact that you have to set
MPFC=1 on both sides to get MFPC is stated elsewhere. So probably
the first set of changes is fine!

While there may be issues with the phrase "is negotiated" throughout the standard, my changes don't change/add/remove that phrase. And actually, the text I'm proposing to delete in the first set of changes can be considered independently
of the negotiation, since the text in question is completely unrelated to the replay counter management described in this subclause.
The second and third sets of changes are even less related to the "is negotiated" issue.
There is no overlap between my changes and Po-Kai's.

I haven't checked whether there is overlap with your proposed changes,

Could you clarify which changes you're referring to? I can't find any recent submission from Po-Kai that changes text in
this subclause.

I think this is part of the wider problem that we haven't really fully
tidied up the wording in this area. "is negotiated" is ambiguous
because in some cases it's being used to mean "was negotiated" but
maybe in some cases is being used to mean "is to be negotiated".
I am not sure I'm happy to make changes here without careful review,
including how they interact with the changes Po-Kai made (which I
think we've already motioned?), which I'm not sure we have the time
to do this week.
