Mano-san,
I hope Bruce's responses to the reflector provide some clarity on this
matter for you, and others.
I guess the three elements in our email on this matter may have confused
some.
First, my colleagues and I responded to Bruce's call for nominations for HEW
Study Group Chair by nominating Osama Aboul-Magd.
Second, we proposed an organizational structure of Vice Chairs--three Vice
Chairs with select portfolios--and a Secretary to supplement the Study Group
leadership. We provided some limited rationale for our proposal. It is a
proposal. As is pointed out in the email, and as Bruce has reinforced, only
the Study Group and Working Group can decide, during the May Interim
session, if and what types of additional leadership positions to approve for
the Study Group.
We took the precaution of announcing our proposal for the additional
leadership structure rather than waiting until the actual May session
because such proposal is unusual, though not unprecedented. By giving so
much notice to the group we hope to facilitate and accelerate discussion,
and avoid lengthy organizational discourse in Hawaii in May. Provided the
anticipated participants of the Study Group can come to some type of general
understanding on leadership organization ahead of the actual meeting in May,
then the Study Group may quickly process organizational matters during the
actual May session and move to focus discussion on project scope and
technical matters in the time allotted. I always believe that the group is
better served focusing on technical matters versus process matters. This is
not always possible. Sometimes there is no substitute for resolving process
matters during session. But good planning and transparent process sometimes
make it possible, or at least provide for an informed body to deliberate
more speedily on a matter.
Third, we proposed several nominees for the identified HEW Study Group
supplemental leadership positions. We hoped that by giving specific
individuals as candidates others would be able to more effectively value our
supplemental leadership positions proposal. Absent the nominees it is more
difficult to understand the 'depth and character of commitment' argument in
favor of our supplemental leadership positions proposal.
To be clear, we specifically plan to nominate and endorse the identified
candidates should the Study Group and Working Group agree to our
supplemental leadership proposal in May. We strongly feel the identified
candidates are well suited for the positions, as we identify them. But that
advocacy is dependent upon approving the Study Group leadership structure in
May.
I hope Bruce's discussion on the reflector, and my response on this matter
provides additional clarity for you and others.

Hi Philip
I would like to clarify the process of the election of HEW officers.
Is there any opportunity of the candidacy for all of working group
members?
If so do we have the " Call for nomination"?
From my understanding , usually we have to open the call for the nomination
of Chair first.
Then the required leadership position such as vice chair will be allocate by
consensus of SG.
Is this not correct?
