I agree with Andrew. Error tolerance stacks are a tricky thing and simplistic models can get us into trouble. It often requires analysis of joint probability distributions. However, I have other concerns. 

I don't pretend to be a channel model expert. There are others in the WG that are much better at that than I am. But I do have enough experience with RSNI measurements at 2.4 and 5 GHz to appreciate that these are usually very reflection rich environments, which can cause dramatic variations in RSNI. So if one intends to use these for routing, the implementation must take the reflective environment into account, using a variety of methods including antenna diversity, averaging & statistical analysis, etc. They should also be part of the error tolerance stack calculations. 

I assume 3GPP understands this perfectly well, or else they wouldn't be asking for our advice on this topic in the first place. But it wouldn't hurt to mention it in our response.

Given that “RSNI is calculated as RCPI minus ANPI which both has accuracy requirements of ±5 dB” shouldn’t the accuracy of RSNI be ±10 dB and not ±5 dB?

 

And what was the basis of the other answers?

           there will be a discussion to create a liaison response to 11-14-0519r0 (from 3GPP RAN) during the TGmc session on Wednesday PM (it may be either PM1 or PM2 depending on the TGmc agenda).
