My recommendations (using the paradigm
that simpler is better): 5.2.b. Scope of the project: This amendment to the IEEE Std 802.11
medium access control (MAC) specification specifies
new mechanisms that enable deployment of data privacy services. This amendment makes no changes to the
existing IEEE Std 802.11 mechanisms that enable such services. … 5.5 Need for the Project: Mobile devices incorporating IEEE Std 802.11
are now ubiquitous, and this success of IEEE
Std 802.11 has created a privacy problem. Personal
mobile devices have been and currently are being used to obtain
sensitive, personal information such as where people
go, when they go, to whom they speak, and what information they access. New
privacy fulfillment mechanisms in IEEE Std 802.11
are necessary to address these issues. 5.6 Stakeholders for the Standard: Manufacturers and users of semiconductors,
personal computers, enterprise networking devices, consumer electronic devices,
home networking equipment, and mobile devices; together with cellular operators,
transportation industries, multiple system operators, video content suppliers, and regulatory bodies whose charter is to protect
the (data privacy) rights of consumers. … 8.1 Additional Explanatory Notes (Item
Number and Explanation): 1. Trust,
security, and privacy are closely related.
Trust is necessary but not sufficient to ensure
security, and security is necessary but not
sufficient to ensure privacy. 2. Data
privacy is concerned with control of
data that is or can be used to construct personally identifiable information (PII). 3. IEEE Std 802.11 specifies communication mechanisms which
are used to exchange between entities information that may contain data that
can be used to generate PII. 4. Providing mechanisms that allow users to retain
control of PII generated as a result of using 802.11 is the purpose of this

Hi Rob, et al,
I was unable to make the RCM call today but I do have some comments on the
proposed PAR. Please see
the attached marked-up version of your document.
Specifically, I don't think "ethics" really has anything to do with
the problem. Everyone can be ethical and
there can still be privacy violations. Privacy is an issue of control over
one's PII, it is not a vague assurance
that other people will ethically handle other's PII. I think the PAR should be
written to reflect that
