[STDS-802-11] Canada's consultation: 5850-5895 MHz for license-exempt; 5895-5925 MHz for ITS

Hi Jay, Dorothy, and all,

On February 24, Canada ISED begun a public consultation that seeks comments on the technical and policy framework for Radio Local Area Network (RLAN) devices in the 5850-5895 MHz frequency band and for Intelligent Transportation Systems (ITS) in the 5895-5925 MHz frequency band.

The closing date for comments is April 29, 2022, and the closing date for reply comments is June 3, 2022.

The followings are a short summary of this consultation based on my reading:

Paragraph 13:
ISED's policy objectives for 5.9 GHz are provided.

Paragraphs 23 and 24:
A quick summary on the current use of 5850 - 5925 MHz frequency band in Canada is provided.

Paragraphs 39, 40, 41
Proposed change to the spectrum utilization between 5850 MHz and 5895 MHz are discussed.
e.g., "ISED is of the view that extending RLAN operation to the 5850-5895 MHz band would facilitate improved RLAN services with higher broadband capacity.".

Paragraphs 42
Proposed change to the spectrum utilization between 5895 MHz and 5925 MHz are discussed.
e.g., "ISED believes there are significant benefits of harmonizing the use of the 5895-5925 MHz band for ITS with the US"

Paragraph 44:
Condition for RLAN to operate between 5850 MHz and 5895 MHz is provided.
e.g., For extending RLAN operation to the 5850 - 5895 MHz, ISED proposes that "all indoor and outdoor licence-exempt RLAN devices have immediate access to the 5850-5895 MHz range once appropriate technical standards are in place."

Paragraph 45:
Propose to not impose a transition plan to displace existing ITS deployments out of the 5850-5895 MHz band.
e.g., "ISED would no longer allow the certification of new ITS OBU devices in the 5850-5895 MHz range and all future ITS deployments would be limited to the 5895-5925 MHz band."

Paragraph 53:
"ISED is seeking comments on whether it should mandate the use of a specific technology in the 5895-5925 MHz band for ITS services. If so, should the mandated technology be harmonized with the US and therefore, be based on C-V2X?"

Paragraphs 51-65
Specific ISED proposals on ITS in 5.9 GHz are discussed.
