[STDS-802-11] P802.11bd D4.0 to SA Ballot /was Re: LB261 - P802.11bd D4.0 Passed

The conditions for proceeding to SA ballot with P802.11bd D4.0 have been met and notification sent to the 802 EC, see https://www.ieee802.org/secmail/msg27171.html .

The SA ballot on P802.11bd D4.0 is now open for 30 days. SA Ballot pool members are eligible to vote, you can confirm your status in myProject.
If you would like to submit comments but are not in the SA ballot pool, please contact Bo Sun, TGbd Chair, or myself, and we can submit comments for you.

Also, the correct LB261 comment total was 42, not 43. My error.
