Click here Consultation: Introducing new licence exemption regulationsOfcom has today opened a consultation on its proposals to introduce new regulations entitled the Wireless Telegraphy (Exemption)(Amendment) (No.2) Regulations 2025. Our proposals would give effect to policy decisions we made in February and October to expand the range of devices that can be used without a spectrum licence. Types of equipment that will be licence exempt include: Selected Short-Range Devices; Group B Autonomous Maritime Radio Devices that do not enhance safety of navigation; low power indoor systems used in Coastal Station radio training schools; wireless internet devices in the 5.8 GHz band; and more high-density fixed satellite services systems using the 28 GHz band. These exemptions will support the development of wireless technologies, reduce the regulatory burden on manufacturers and users, and encourage the introduction of new and innovative products to the market. Our document gives notice of how we propose to update our 2021 licence exemption regulations and associated technical conditions for these devices and systems. We are now seeking views on whether our proposed new regulations correctly implement our earlier policy decisions. We welcome responses to this consultation by 15 January 2026.
