The group is mandated to define a common set 
  of Service Class Names, SFIDs, and QoS Parameter Sets to be common across 
  different Operators.  Global basic Service Flows are necessary to 
  facilitate foreign network soft-handovers (persistent service flows) in mobile 
  networks.  In the current standard, foreign networks have no way to 
  recognize and/or negotiate Service Flow parameters during a handover.  
  Indeed, it is entirely possible for two different Operators to implement the 
  same Service Class Name with differing QoS Parameter Sets.  Again, this 
  dilemma provides no performance impediment to fixed wireless devices that do 
  not traverse multiple Operator networks.  It is only a problem in mobile 
  networks.  Providing an Annex of Recommended Global Service Flow 
  definitions would remedy this problem.  It is expected that our product 
  would be useful for the emerging IEEE 
  P802 Handoff Executive Committee Study Group (ECSG).
