[STDS-802-16-MOBILE] [Handoff] Handoff adhoc group

Dear 802.16e members and 
observers,
 
Following discussions in Shenzhen last 
week, we now have a handoff adhoc group within 802.16e. This group's overall 
charter is to essentially come up with harmonized informative and normative text 
and figures addressing handoffs in 802.16e - to be incorporated in the D3 draft 
which will be available soon. The goal is to complete this effort prior to the 
Portland plenary in July. As part of this effort, the group will extend the 
vocabulary in the current .16e draft and related MAC primitives to support 
handoff scenarios (including handoff optimizations) that we collectively agree 
is in scope of .16e.
 
Given that we have an extremely aggressive 
timeline of only about 5 weeks (including this week !) to come up with these 
harmonized contributions (before the June 25th deadline), we need to adopt some 
process going forward. To this end, I propose the following 
outline.
 
* Email discussions - we will 
use the 802-16-MOBILE 
reflector. Please prefix all handoff related emails with 
[Handoff].
 
* Regular telecons - telecons are proposed 
on the following dates (90 min each):

Wednesday, June 9th
Wednesday, June 
23rd
 
Proposed 
time:
8 PM - 9:30 PM US Pacific time (this seems 
to work OK for Europe/Israel and Asia)
Alternate time suggestions are 
welcome.
If I do not hear any push back to these 
dates/times, I will go ahead and setup telecon logistics and publish the 
information by this Friday.
 
* Face-to-face - We might want to consider 
a F2F for a couple of days during the week of June 14th - 18th. We can discuss 
this possibility next week.
 
* Milestones - I propose the following 
milestones to help moderate our discussions going 
forward:
 
Between now and June 4th - Discussions to 
bottom out on scope and terminology. We started some discussions in Shenzhen and 
as a first step I request Yigal / Yong Chang to distribute the document that 
outlines some scenarios to consider. We can build on this outline. Please come 
forth with any suggestions you might have on terminology, informative text 
on network reference models, scope etc.
 
June 2nd - June 11th - Submit text for 
eventual incorporation in the .16e draft in contribution format. We will 
continue to discuss these over email.
As soon as the updated USR file becomes 
available, I will send out a summary of contributions that were rejected or 
deferred in Shenzhen.
 
Week of June 14th - June 18th - 
Consolidate contributions. Some F2F time might be needed to resolve technical 
points of disagreement.
 
Week of June 21st - June 25th - Updates to 
contributions before June 25th deadline
 
Week of June 28th - July 2nd - Respond to 
reply comments as needed
 
Feedback on these proposed milestones are 
welcome.
