Dear Phil and HO ad hoc group: As I mentioned yesterday’s CC, I have uploaded two
contributions (C802.16e-04_105_Enhanced Handover Re-entry.doc and C802.16e-04_105_Inter-Sector-HO.doc)
to clean up Phil’s Action Items. Although our view is quite similar
to Phil’s, let me iterate and clarify Samsung’s views item by item. 1.
a) Fast Ranging IE already gives
SS MAC address. And RNG-REQ has a TLV field for MAC address b) We provide the tickler with
Backbone Communication Level indicator in RNG-REQ. 2.
a) BCL = 1, SBC-REQ can be skipped. But
SBC-RSP TLV (not whole message, but only some different TLV) should be
downloaded, which can be done by RNG-RSP TLV. b) BCL indicator =1 indicates SBC would be
skipped. 3.
a) BCL = 2 or higher, PKM is
skipped. b) REG-REQ can also be skipped if
RNG-REQ has HMAC tuple to authenticate the message. Hence,
we add HMAC tuple TLV in RNG-REQ. c) REG-RSP can be skipped if its
TLV is appended at the modified RNG-RSP. 4.

BCL indicator solves the problem 6.
Preamble Index has a better
advantage than ARID since the delay to find and measure the preambles of the
neighbor sector or BS if they are known. 7.
