I also like option 2.
But if we take option 2, I think we also should clearfy the "single MAC instance" terminology.
Because the sector is exactly same as current 16d BS  in option 2,
without well defined the "single MAC instance" terminology,  I think we can not define inter-sector handover(handover optimization) in a "multi-sector BS family".
