Title: [STDS-802-16-MOBILE] [Handoff] Scrub of pending contributions against mobility scenarios/categories

Based on a scan of all the pending contributions to date, following is a summary of how they line up against different handover categories/scenarios.

Multiple contributions on the same line and highlighted are ones that appear to be addressing the same problem and would need to be harmonized.

Also note that contribution file names are partial. They were either deferred/rejected in Shenzhen or more recently uploaded to the Handoff temporary directory.

Scenario: Inter-sector HO where BS ID of serving and target BS is assumed to be the same:
(Diff. freq, same FFT size, same IP subnet/prefix, no AAS)
