This question is also about section 8.4.6.1.2.2.2

The formula refers to {PermutationBase_0} via the definition of p_s[j] yet I can find no reference to PermutationBase_0 anywhere in the 16d or 16e specs.  Can anyone tell me what this PermutationBase_0 is?
