stds-802-16: proposed revision of P802.16.2a PAR

With respect to the earlier discussion

regarding the request of the IEEE-SA Standards Board for a revised 
P802.16.2a PAR, I have drafted such a revised PAR:

    IEEE 802.16-03/27 ("PAR for 802.16.2 Revision - Revised from P802.16.2a")

I plan to submit this (or a version of it) to the IEEE 802 LMSC on 
June 20. If you have comments, please submit them by June 18.
