stds-802-16-tg4: sections 6.2 through 6.5 & section 3 baseline

All,

I've made a minor update to sections 6.2 through 6.5 and started section 3.
They're available at http://4.22.66.194/tg4/ , since we can't (to my
knowledge) distribute attachments here. 

Section 3, (which I'm supposed to lead), will be updated as I receive
contributions and reposted with the contribution, so the whole process is
transparent to everybody interested.

ps. Demos, your section 7 contribution is lacking the table. Could you
