Replace whole section with:
"The anticipated power control on a link at 5.25-5.35 and 5.725-
5.825 GHz will span a dynamic range of at least 45 dB. This gain variation
is what can be expected between a BS antenna and a SS that is 
located anywhere from 50 to 2000 meters from the BS. Note that 
the 45 dB dynamic range applies to both BS and SS. 

The power is defined as the EIRP at the antenna.  

Step size of power control range will be 3 dB and the power level
shall provide monotonic transmission power.

Power control steps are set in the following manner:
Maximum allowed - N * 3 dB, where N ={0,1,2...15)

True EIRP = Maximum allowed + Antenna correction, where the directive
antenna correction is the additional power obtained by the antenna gain

With FCC ruling on U-NII middle and upper bands Antenna correction
would become:

0 dB	directive antenna gain <= 0 dBi
1 dB	directive antenna gain = 1 dBi
2 dB	directive antenna gain = 2 dBi
3 dB	directive antenna gain = 3 dBi
4 dB	directive antenna gain = 4 dBi
5 dB	directive antenna gain = 5 dBi
6 dB	directive antenna gain >= 6 dBi

For example, maximum allowed power on U-NII-bands are

		20 MHz	10 MHz	5 MHz
U-NII middle	23 dBm	20 dBm	17 dBm
U-NII upper	29 dBm	26 dBm	23 dBm

Thus a system operating in the upper U-NII band with 10 MHz
channels utilizing 14 dBi antennas would have the following
EIRP power control steps:

32	29	26	23	...	-13

One signed byte is reserved for the EIRP power with 1 dBm
resolution. This is enough for future needs too.

The true EIRP value is the one that counts. If a relative
value is used, then the receiver should know the transmitter's
antenna gain to be able to calculate the path loss, which is
one of the main parameters in defining the right transmit
power as well as in link adaptation.
