In response to the "Invitation to Contribute for 802.16.1 MAC at 
Session #8" <http://ieee802.org/16/docs/00/80216-00_13r1.pdf>, the 
authors have provided this preliminary submittal. It will be updated 
during Session #8. I encourage you to read it and be prepared to 
discuss it beginning on Wednesday morning. The authors intend to 
submit the updated version by Tuesday night.
