stds-802-16: more Letter Ballot #4 Comments
I have just been informed by Joe Kwak of sixty comments he submitted
before the letter ballot deadline two weeks ago.
I've added the comments to the database and produced r3:

We can consider these comments next week. I recommend that we give
precedence to the comments that have been circulated for review for
the past two weeks.
Joe commented only on pages 19-37. Since no one else commented on
those pages, we don't need to worry too much about entanglement with
other resolutions.
