stds-802-16: P802.16c/D3 Sponsor Ballot results and comments

The P802.16c/D3 Sponsor Ballot ended last night. Here are the 
official results from IEEE-SA Balloting Center:

Balloters  48
Ballots    42 (88%; exceeds the 75% minimum)
Not voting  6

Approve    37 (97%; exceeds the 75% minimum)
   (6 with comments)
Disapprove  1 [but with editorial comments only]
Abstain     4

Since we met the return and approval requirements, all we have left 
is comment resolution. We received 40 comments:

We received one contribution that is referenced in the comments. You
