Actually, I don't know of any relevant policy applicable to "any IEEE draft". However, in 802.16, we are open to comments from individuals outside the ballot group. And we don't have any restrictions limiting comments to those who can "rightfully see the draft." In fact, anyone can "rightfully see the draft," although those without the password may need to purchase it from the copyright holder (IEEE).
