I guess this falls to me as vice-chair to answer while Roger's on vacation.

For working group letter ballots, the practice has been to accept comments
from those not in the ballot, but their vote doesn't count.  For
recirculations (the current case), the same practice applies, but be certain
the comment refers to the resolution of the original comments.  New material
should wait for the sponsor ballot.

In a sponsor ballot, the practice has been that one of the chairs that is a
member of the sponsor ballot (typically Roger, me, or Carl Eklund) would
accept and submit non-binding comments for people who weren't in the sponsor
ballot pool.

Can someone who is not part of the Ballot list send Editorial and
Non-binding comments to D2 as part of the recirculation?
