stds-802-16: P802.16-REVd/D3 in more-compatible PDF format
I have replaced the P802.16-REVd/D3 draft:

This version is in Acrobat 5 format, instead of Acrobat 6. At least
one person was confused by the Acrobat 6 format. It made for a
smaller file size, but it's not worth the confusion.
At the same time, this version adds some additional disclaimer
statements that are usual on IEEE drafts. However, these were just
pasted onto the title page and the page footers. The content of every
page is unchanged from the previous version. Therefore, I have not
changed the draft number (D3) or creation date.
