[STDS-802-16] packing sub-header



I have 2 editorial comments regarding PSH:

1. According to Figure 26, the length field of a packing subheader includes
the length of the subheader itself (2 or 3 bytes), but this is not clearly
stated in the definition of this field in Table 11.
2. In a packing sub-header, the FSN is supposed to increment at each
fragment, including unfragmented SDUs (Table 11). This is clearly
illustrated in Figure 26. Does this mean that in the situation of Figure 25,
where there is no fragmentation so no need for the FSN, the FSN is
incremented at each subheader?
