Change text proposal - Further revisions
The attached corespondence have been forwarded to me this
(Friday) evening.
I don't understand why such major changes in the PAR are not
discussed openly through the reflector. I was not on the list, and so I believe
could be the case for other members, observers and others.
I am totally against the changes proposed, except for
the the editorial change of 802.16a to 802.16-2004. Backwards
compatibilty should not be compromised. IMHO, it is important to keep one foot
on the ground, so the speak, namely if one implements the scaleable OFDMA mode
it has to be fully compatible with 2k BS. There was never an intention
to invent a new mode in 802.16e, that won't be fully compatible with at
least on of the existing ones. Accepting the changes would make the other modes
practically obsolete and jeopardize the efforts of the current
implementors.
I move to table the issue till the next meeting (#32)

here is yet another revision of the text with more changes in item 18.
12. Scope of Proposed Project states
This document provides enhancements to IEEE Std
802.16/802.16a to support subscriber stations moving at vehicular speeds and
thereby specifies a system for combined fixed and mobile broadband wireless
access. Functions to support higher layer handoff between base stations or
sectors are specified. Operation is limited to licensed bands suitable for
mobility between 2 and 6 GHz. Fixed 802.16a subscriber capabilities shall not
be compromised (See Item #18).
Changes suggested:
- Change “802.16a” to “802.16-2004”
- Delete the last sentence “Fixed 802.16a subscriber
capabilities shall not be compromised (See Item #18)”.
18 Additional Explanatory Notes: (Item Number and
Explanation)
Item #12 - Subscriber stations specified herein, when stationary,
shall interoperate with base stations specified in IEEE Std 802.16a. Base
stations specified herein shall interoperate with stationary subscriber
stations specified in IEEE Std 802.16a. Because the standard will utilize the
802.16/802.16a medium access control layer, it will support multimedia services
requiring differentiated Quality of Service, and it will support adaptive
physical link control so that subscriber stations can receive higher-rate
service when they move more slowly, include more effective antennas, or are
otherwise in better link conditions.
Changes suggested:
- Modify first sentence to “Subscriber stations specified
herein, when stationary shall interoperate with base stations specified in
802.16-2004 that use the same physical layer mode (SC, OFDM,
OFDMA)”.
- Modify second sentence to “Base stations specified herein
shall interoperate with stationary subscriber stations specified in IEEE
Std 802.16-2004 that use the same physical layer mode (SC, OFDM or
OFDMA)”.
- Insert new third sentence “Additional mobility enhancements
based on scaled FFT sizes may be specified, but for those sizes specified
in IEEE Std 802.16-2004 within the same physical layer mode there needs to
be backwards compatibility”.
- Replace “802.16a” with “802.16-2004” in
fourth sentence.

Hi All,
At the Seattle Face-to-Face 802.16 Pre-meeting we discussed
the need to modify the 16e PAR to remove the need for interoperability for the
Scalable OFDMA FFT profiles from 128-1k with the REVd physical layer profiles.
This is because some MSS may only implement some of the FFT sizes based on the
channel widths and currently the 2k mode is mandated in 16e for compatibility
reasons and it is a difficult requirement to meet for all solutions.
Hence the following changes to the 16e PAR text were
prepared at the Seattle
meeting. Hope you can all review and provide feedback on whether this text is

Reason for deleting the last sentence was
that one could not properly interpret what would essentially compromise a
802.16a subscriber. Also as the standard upfront states that it is an amendment
there seemed to be no need for this sentence.
