[STDS-802-16] reply comments in WG Recirc Ballot #14a

Please prepare #14a reply comments according to the usual method and
submit them by the end of 15 May AOE.

Use the script "Export Clause Editor's Proposals" and submit the
exported file, not the entire database. It should be around 20 KB,
note 750 KB.

If you don't put your name on some of the replies, they will show up
as anonymous input.

The file name should be 14aReply_Name.USR, where "Name" is your name.

I prefer that you upload them to <http://tgeballot.wirelessman.org>.
If that won't work, you can email them to ballot16e@wirelessman.org.
